Human Rights Hypocrisy : Colombia verses Venezuela

Democracy and Class Struggle says context and comparisons are always missing when dealing with Venezuela - when light is shone on Colombia and the lack of criticism and active support of US Imperialism for its barbarities we see what Venezuela is fighting against in South America.

Violence has increased since signing of Peace Agreement with FARC - a peace agreement which Democracy and Class Struggle disagreed with when the world applauded it.

Colombia has the worst human rights record in Latin America but this is obscured by anti Venezuela propaganda.

Stop US imperialist proxy Colombia trying to turn Venezuela in a New Colombian Nightmare !

Revenge for Thälmann! - Jugendwiderstand Berlin

Germany, Berlin: Revenge for Thälmann!

August 19, 2017 C. Berlin, Ernst Thälmann,Come to Spandau! The Fascists want to walk through our city and the working-class neighborhood of Spandau in just a few hours under shameful slogans.

They demand “revenge for Hess,” an idiot and genocidal fascist, who died at an undeserved 93 years.

Yesterday was one of the world’s most important commemorations of a death. 73 years ago yesterday, Hitler’s fascists murdered Ernst Thälmann, the unyielding, communist leader of the German working class.

On this day of his martyrdom we performed an unannounced demonstration with torches in front of his memorial in Thälmann Park in Berlin, read a speech on his life and work, and concluded with the slogans “Glory and Honor to the Martyrs!”, “Your legacy, Our struggle – Youth, let us Resist! ” and “Ernst Thälmann lives on in the struggle!”.

We swear we will avenge him and all of our movement’s martyrs. Vengeance is in the struggle! Everyone to Spandau, let us fight the fascist rats, the mortal enemies of the working class and of the people!

Hatred and death to reaction!
Vengeance for Thälmann!

Bolshevism Spreads to New Zealand

15,000 March in Boston Against Hate Speech : MSNBC just raised their estimate of crowd turnout in Boston to more than 40,000 anti-fascist protesters.

Democracy and Class Struggle says a few hundred attended the Alt Right/Nazi Rally in Boston but were met by 15,000 people protesting their presence.

The Liberal Media called the Alt Right/Nazi meeting a "Free Speech" Rally - It was a Hate Rally with Hate Speech and should be called out for what it is - words matter.

MSNBC is now saying 45,000 protesters against Alt Right/Nazi in Boston.

What South Koreans Can Teach US About Resisting Trump

Friday, August 18, 2017

Felix Sater, one of Donald Trump’s shadiest former business partners, is reportedly preparing for prison time — and he says the president will be joining him behind bars.

Felix Sater, one of Donald Trump’s shadiest former business partners, is reportedly preparing for prison time — and he says the president will be joining him behind bars.

Sources told The Spectator‘s Paul Wood that Special Counsel Robert Mueller’s deep dive into Trump’s business practices may be yielding results.

Trump recently made remarks that could point to a money laundering scheme, Wood reported.

“I mean, it’s possible there’s a condo or something, so, you know, I sell a lot of condo units, and somebody from Russia buys a condo, who knows?” the president said.

Sater, who has a long history of legal troubles and is cooperating with law enforcement, was one of the major players responsible for selling Trump’s condos to the Russians.

And according to Wood’s sources, Sater may have already flipped and given prosecutors the evidence they need to make a case against Trump.

For several weeks there have been rumours that Sater is ready to rat again, agreeing to help Mueller. ‘He has told family and friends he knows he and POTUS are going to prison,’ someone talking to Mueller’s investigators informed me.

Sater hinted in an interview earlier this month that he may be cooperating with both Mueller’s investigation and congressional probes of Trump.

“In about the next 30 to 35 days, I will be the most colourful character you have ever talked about,” Sater told New York Magazine. “Unfortunately, I can’t talk about it now, before it happens. And believe me, it ain’t anything as small as whether or not they’re gonna call me to the Senate committee.”

Sater is not the only one rumored confidante to have turned against Trump. An attack on former Trump campaign manager Paul Manafort by the National Enquirer — a friendly outlet for the president — suggests that he may have already turned over damaging evidence to authorities.

Sebastian Gorka member of Nazi supporting Vitézi Rend ?

Larry Cohler-Esses, who first reported the allegations in The Forward, a leading Jewish American newspaper that Sebastian Gorka was in Vitézi Rend.

The outlet reports members of the Vitézi Rend elite order confirmed Gorka took a lifelong oath of loyalty to the Hungarian far-right group, which is listed by the U.S. State Department as having been “under the direction of the Nazi Government of Germany” during World War II.

Questions first emerged about Gorka’s ties to the group after the website LobeLog published photographs of Gorka wearing a Vitézi Rend medal on his lapel at a presidential inauguration ball on January 20.

Gorka has denied reports of his involvement with the group, but if he is found to have failed to disclose this in his immigration application, it could make him inadmissible to the country under the Immigration and Nationality Act.

The revelation comes as Jewish community centers and synagogues around the U.S. reported another wave of bomb threats over the weekend.

Democracy and Class Struggle salutes the Marxist Leninists is St Petersburg but calls on them to advance to Marxism Leninism Maoism in the 21st Century.

You can begin the road by taking a short course here on Marxism Leninism Maoism which will be as big a guide for the Communist Movement in 21st century as the Short Course of CPSU(B) in 1939. It is produced by the Communist Party of India(Maoist).

But the real test is your anti capitalist and anti imperialist practice.

Time for Peace Treaty with North Korea and end of Aggressive US/South Military Games on North Korean Border

Bruce Gagnon has got it right and is on the same page as Democracy and Class Struggle on the US Asia Pivot in North Asia.

There are attempts in both Russian and Chinese Foreign Policy Establishments - partly due to CIA subversion with aid of pro Trumpers - not to recognize the very aggressive position of US in North Asia.

Mike Pompeo was boasting of CIA covert success in Russia at Aspen Security Forum but was silent on his more successful projects in China.

We have called for cleansing in Russia and China of Foreign Policy Establishments and more space for military voices to combat US Aggression.

We are sick of Chinese and Russian subservience to US Imperialism which aids war and does not reduce it, especially on the Korean Peninsula.

Richard Broinowski, a former Australian ambassador to South Korea on North Korea

Americans Once Carpet-Bombed North Korea. It’s Time To Remember That Past by Bruce Cumins

Pyongyang Destruction 1950

Originally published in The Guardian

As they always do on the anniversary of the armistice, North Koreans celebrated their “victory” in the Korean War on 27 July. A few days later, President Donald J Trump remarked that if the North Koreans made any more threats, they “will be met with fire and fury, and frankly, power the likes of which the world has never seen”.

No American president has uttered words like this since Harry Truman warned the Japanese, between Hiroshima and Nagasaki, either to surrender or face “a rain of ruin from the air, the likes of which has never been seen on this earth”. Trump’s nuclear bluster, made off-the-cuff between golf rounds, was widely condemned, but a few days later he doubled down on it.

As a White House staffer told the New York Times, the president “believes he has a better feel for Mr Kim [Jong-un] than his advisers do. He thinks of Mr Kim as someone pushing people around, and Mr Trump thinks he needs to show that he cannot be pushed.”

Trump is surrounded by people who echo his fantasies of ultimate power. Sebastian Gorka, a strange figure advising Trump (said to be a Trump “favorite” and a dead ringer for a Bela Lugosi flunky in a Dracula movie), told Fox News that Trump’s “fire and fury” line meant “don’t test America and don’t test Donald J Trump”.

We are not just a superpower, Gorka went on, “we are now a hyper-power. Nobody in the world, especially not North Korea, comes close to challenging our military capabilities.” This has been a truism since the Soviet Union collapsed, but it doesn’t explain how the US has failed to win four of the five major wars it has fought since 1945. One of those wars was in Korea, where rough peasant armies, North Korean and Chinese, fought the US to a standstill.

It was 64 years ago that North Koreans emerged from this war into a living nightmare, after three years of “rain and ruin” by the US air force. Pyongyang had been razed to the ground, with the Air Force stating in official documents that the North’s cities suffered greater damage than German and Japanese cities firebombed during World War II.

Just as the Japan scholar Richard Minear termed Truman’s atomic attacks “exterminationist”, the great French writer and film-maker Chris Marker wrote after a visit to the North in 1957:

“Extermination crossed this land.” It was an indelible experience still drilled into the heads of every North Korean.

On my first visit to Pyongyang in 1981, a guide quickly brought up the bombing and said it had killed several of his family members. Wall posters depicted a wizened old woman in the midst of the bombing, declaring “American imperialists – wolves”.

The day after Trump’s bluster, the DPRK government stated: “The US once waged a tragic war that plunged this land into a sea of blood and fire, and has been leaving no stone unturned to obliterate the DPRK’s ideology and system century after century.”

There are 25 million human beings living in North Korea. They bleed like we do, they live and die like we do, they love their kin like we do. Trump’s callous and cavalier threat was perhaps the most irresponsible thing he has said since becoming president (which is really saying something), but most Americans will not know this because they know nothing about the carpet-bombing of North Korea.

What about the 50 million South Koreans, whose elders also suffered through this war? “Trump doesn’t seem to understand what an alliance is, and doesn’t seem to consider his ally when he says those things,” Lee Byong-chul, a senior fellow at an institute in Seoul, told the New York Times.

“No American president has mentioned a military option so easily, so offhandedly as he has.” But here Trump has a precedent: Bill Clinton also didn’t bother to consult the former South Korean president Kim Young Sam when drawing up plans for a pre-emptive strike in June 1994.

The next few weeks are critical to this deepening crisis, with annual “Ulchi-Freedom Guardian” war games set to start up on 21 August, involving tens of thousands of American and South Korean troops.

North Korean generals have been preparing for moments like this for decades, gaming out war scenarios during several crises going back to January 1968 when they seized the US spy ship Pueblo and held the crew for 11 months.

Thus the North’s statements in the current crisis (unlike Trump’s) have a concrete, predictable nature: lots of bluster and bombast combined with quite specific plans, namely four medium-range missiles to be launched into waters near Guam on 15 August, if Kim Jong Un gives the go ahead.

Pyongyang always pursues tit-for-tat strategies: the US lifts B1-B nuclear-capable bombers from Guam for flyovers of South Korea – a constant not just under Trump but also during Obama’s tenure – and the North chooses a scenario that will call attention to the nuclear blackmail that the US has pursued going back to the Korean war, and particularly during the decades from 1958 to 1990, when the US stationed hundreds of nukes in South Korea with standard plans to use them in the early stages of a North Korean invasion. Pyongyang also likes to choose dates that have historical resonance: 15 August is the anniversary of Korea’s liberation from Japanese colonialism in 1945.

Upon the news of his wife’s death, Shakespeare’s Macbeth said, “Out, out, brief candle! Life’s but a walking shadow, a poor player that struts and frets his hour upon the stage and then is heard no more. It is a tale told by an idiot, full of sound and fury.” He famously added: “signifying nothing”. Trump signified this: yet another American venture in extermination.

INDIA: OPPOSE THIS FASCIST ARREST OF CDRO TEAM IN CHATTISGARH WHICH IS AN ATTACK ON THE ENTIRE PEOPLE OF INDIA BY HARSH THAKOR

Democracy and Class Struggle points out the comment of CDRO Team in Chattisgarth

"The team told the police that it is an ironic situation to celebrate the Independence Day while the independence of people is being denied"

OPPOSE THIS FASCIST ARREST OF CDRO TEAM IN CHATTISGARH WHICH IS AN ATTACK ON THE ENTIRE PEOPLE OF INDIA.IDEAL ILLUSTRATION OF THE FACT THAT THE RULING GOVT.IN CHATTISGARH IS FASCIST AND CANNOT EVEN CAMOUFLAGE ITSELF AS A BOURGEOIS PARLIAMENTARY DEMOCRACY.

ONE THING ARRESTING OR KILLING MAOIST CADRE IN ENCOUNTER AND ANOTHER TRAMPLING PEOPLE'S RIGHT TO INFORMATION AS PRACTICED IN SUKMA YESTERDAY. PROVES HOW THE STATE WORKS TOOTH AND NAIL TO PRESERVE THE POWER OF THE CORPORATES, POLITICIANS AND BIG LANDLORDS AND CUTS EVERY POSSIBLE ROOT FOR ANY GENUINE DEMOCRATIC PEOPLE'S POWER EMERGING

Narinder Kumar Jeet and Pritpal Singh are State Committee members of Association Of Democratic Rights Punjab and they are part of team of CDRO (Coordination of Democratic Rights Organisations) that has gone to Sukma (Chhatisgarh) for inquiring the violations of Human Rights, however, the team has not been permitted to visit and following is the message of Sh Jeet:

Today the CDRO team, consisting of 18 members from 7 democratic organizations namely AFDR Punjab, PUDR Delhi, APDR West Bengal, CPDR Maharashtra, CLC Telengana, CLC Andhra Pradesh, CPDR Tamil Nadu, was stopped at the outskirts of Sukma (Chhatisgarh). The team was to visit Burkapal where a CRPF came under attack of Maoists some months ago.

The state has unleashed a reign of terror on ordinary people of village Burkapal. As per information with the CDRO, on the very next day after the attack, one tribal person was killed by CRPF men as the deceased was heavily drunk and could not leave the village while all other people had already left fearing backlash. There after CRPF persuaded the womenfolk of the village to call their men giving assurance of security. When after about a month, the men came back, CRPF took them in custody and illegally detained them. After more than one month when the women protested and intervention by Soni Sori, they were formally shown as arrested.

Strangely the police claimed that these 40 people were Maoists and were arrested just a day before. Whereas the fact was that they were in illegal custody of CRPF for more than a month. It has also been reported that CRPF was forcing the people to flee away from the village and also preventing them from doing agricultural work. There are reports of many false encounter deaths from surrounding area. It was to hide all these facts that the police did not permit the CDRO team for visiting Burkapal.

After detaining the team at outskirts of Sukma, they asked the team to contact higher authorities for taking permission. One DSP namely Ram Gopal came and had a very detailed discussion with the CDRO team, however, he did not allow the team to go ahead. Thereafter, he took the team to the collector, who was not available. Team was presented before one Harish Rathor, Additional SP, who told the team that due to independence celebrations, they cannot allow the team to go to Burkapal for security reasons.

There was a detailed discussion with him and the team insisted that there cannot be any restriction on movement of people as per law and constitution of India. He told the team that it was a special situation.

Then the team purposed to visit 15th afternoon after the independence celebrations will be over or on 16th August but he refused to accept this proposal. It is very clear to the team that the State has many violations of human rights to hide and therefore they are adamant for not allowing the CDRO team to visit the area. The team told the police that it is an ironic situation to celebrate the Independence Day while the independence of people is being denied. All this process took more than 6 hours and cause lot of harassment to the team. If this is the fate of CDRO team, the difficulties faced by ordinary and illiterate tribal can be well imagined.

Tomorrow, the team will hold a press conference after the end of its scheduled program at Jagdalpur. The team has appealed the democratic forces and justice loving people raise their vice and condemn this autocratic behavior of the State. The areas under the operation green hunt has virtually become the grave yard of democratic and human rights of people.

The Real Face of the Mountbatten Award by Communist Party of India in 1948

The Mountbatten Award comes as a culmination of the betrayal of the revolutionary struggle by the National Congress and the League leaderships.

Though the bourgeois leaderships parade the story that independence has been won, the fact is the freedom struggle has been betrayed and the national leadership has struck a treacherous deal behind the back of the starving people betraying every slogan of the democratic revolution.

The Mountbatten Plan partitioned India.

The National leaderships of the Congress and the Muslim League which had always opposed the solution of the communal problem on the basis of the just and revolutionary principle of self determination of nationalities accepted the imperialist principle of partition on the basis of religion.

This enabled imperialism to organize the ghastliest  riots and butcheries of minorities.creating permanent hostility between Hindu's and Muslims and to work up war fever between the two states when required in imperialist interests.

The partition is a ready made weapon to organize riots and sidetrack the revolutionary movement by war appeals.

It is one of the biggest attacks on the unity and integrity of the democratic movement and also used to weaken the bourgeoisie of both states vis a vis Imperialism.

Secondly the plan keeps the Princes, the age old friends of the imperial order intact and enhances their bargaining power, enabling the national leaders to parade their accession as a real triumph, for the princes are now supposed to be independent.

Thirdly the economic strings are still in the hands of the imperialists who successfully use them to make the bourgeoisie move against the masses, crush the democratic revolution and establish a new line up for imperialism, princes landlords and bourgeoisie.

The Mountbatten Plan is the expression of this alliance against the democratic revolution- the alliance that seeks to drown the revolution in blood.

It crowns the process of of bourgeois vacillation and final capitulation. It is the fruit of the national leadership's compromising policy, culminating in an avowedly anti national and anti people and anti revolutionary policy.

What the Mountbatten plan has given is not real but fake independence.

Through this award British Imperialism has partitioned India on communal lines and gave to the bourgeoisie an important share of state power, subservient to itself.

Britain's domination has not ended but the form has changed. The bourgeoisie was for so long kept out of state power and in opposition to it : now it is granted  a share of state power in order to disrupt and drown the national democratic revolution in blood.

The supreme organs of the State, the army, the navy the air force and the bureaucracy are controlled by the servitors of imperialism. They are dominated by upper class elements officered by them, by old bureaucrats that have pronounced pro British sympathies and bitterly hate all democratic advance. And the final imperialist control will be registered through military missions and military advisers.

The behaviour of the military, the police and the civil service in face of the riot offensive of communal elements clearly demonstrates how anti popular, anti democratic and pro imperialist elements control these organs of the state - elements of which the bourgeoisie safely relies for the law and order collaboration.

At the same time representatives of the bourgeoisie, the traditional leaders and the national movement are handed the reins of government while being dominated by imperialism through trade pacts and an open military alliance is in the process of formation.

The Mountbatten Award does not really signify a retreat of imperialism but its cunning counter offensive against the rising forces of the Indian people.

This is demonstrated by the communal carnage and the setback to the democratic and anti Imperialist struggle after August 15th.

British Imperialism was forced to change the forms of its domination as a result of the rowing popular upsurge for freedom and democracy during the war and post war days.

Faced with the alternative of quitting India, it has given a share of power to the capitalists and the landlords in order to be able to remain.

To parade this new status as national freedom or as national advance is to shield imperialist designs and the subservience of the national bourgeoisie.

Charlottesville : From Insult to Injury and Death and the Nazi Big Lie

                                                            James Alex Fields Jr.

Democracy and Class Struggle says Charlottesville saw a Big Lie campaign on the Internet by the Nazi and Alt Right to blame the victims saying leftist was driving car that plowed in Black Lives Matter and Anti Fascist Protesters - you can find their lies all over social media and you tube- the car driver was a rightist called James Alex Fields Jr - picture above.

It’s been a tragic and downright disgusting day in Charlottesville, Virginia today after protests turned violent and a terrorist attack took place.  Early this afternoon a Dodge Challenger plowed into a crowd of anti-KKK protesters in Charlottesville.  The attack injured dozens, many critically, and killed a 32-year old woman.

Police arrested the man shortly after the attack took place, and just now we are getting word of who this sick individual allegedly was.  James Alex Fields Jr. was arrested and booked this afternoon on suspicion of second-degree murder.  The man, who is a registered Republican voter in the State of Ohio, was arrested wearing a white shirt and khaki pants, similar to a group of white nationalist protesters on hand and photographed earlier in the day.  Fields recently turned 20-years-old and is a resident of Maumee, Ohio.

Social media users originally accused a man named Joel Vangheluwe of being the perpetrator of the attack, but Vangheluwe quickly refuted the claims saying that he had sold the vehicle and was currently at a wedding with his girlfriend.  Those on the right continued to push that it was Vangheluwe, calling him a radical leftist ANTIFA member in an effort to portray a picture that those on the left were responsible for this attack.  As it turns out, they were wrong, and in fact it appears that the driver was a registered Republican Voter, and likely Trump supporter..

Trump's America's Alt Right Supporters use Vehicles to Run Down Black Lives Matter and Anti Fascist Protestors

Democracy and Class Struggle say Alt Right Trump Supporters Bannon Bastards and Milo Scum behind violent attacks on Black Lives Matter and Anti Fascists in Charlottesville including driving car into crowd killing and injuring protesters.

Three Dead (one protester) and Thirty Injured of anti Fascist Protesters according to latest reports.

Wake Up America it not Just Trump attacking North Korea and Venezuela and Iran it s also allowing Trump's Justice Department run by a White Bigot - preparing to attack the American People.

What happens abroad by USA is coming home - fight with all your might and smash the Alt Right in USA.

Justice is not with Trump and Sessions it is with the People and they need to exercise it as the US Government is creating the injustice and violence.

Reports from Charlottesville say the police stepped aside to let the Alt Right Fascists attack the protesters according to Brian Becker which confirms the Trump/Sessions State collaboration which has now become overt.

Trump make a moral equivalent between racists and anti racists in his "all sides" condemnation - he is devoid of morality he is on his way to hell - do not let him take the American People there.

Trump's Military Threat to Venezuela - The World's Reaction

Yr Aflonyddwch Mawr/ The Great Unrest in Wales  expresses its solidarity with the Venezuelan People and our Venezuelan Comrades in the Province of Lara against this serious threat against the independence and self determination of the Venezuelan People by Donald Trump and the American Oligarchy.

Any attack on Venezuela is an attack on all of us - and we will respond appropriately.

Our renewal of struggle for National and Social Liberation in Wales is inspired by the Venezuelan People.

Politicians, social movements and progressive governments from around the world have responded to Trump’s threat.

U.S. President Donald Trump on Friday claimed that Washington is exploring “many options regarding Venezuela, including a possible military option if necessary.”

Speaking from Bedminster, New Jersey, Trump told reporters that his administration is considering taking action against the South American country in the wake of the National Constituent Assembly.

“We are all over the world and we have troops all over the world in places that are very, very far away,” Trump said.

“Venezuela is not very far away and the people are suffering. They're dying. We have many options for Venezuela including a possible military option, if necessary.”

Caracas has since responded to the threat and is preparing defense measures.

Politicians, social movements and progressive governments from around the world have also responded to Trump’s threat, expressing support for Venezuela’s sovereignty. Here are a few of their comments.

Venezuelans Speak to Donald Trump

China is not the Answer to North Korea by Tim Shorrock

Democracy and Class Struggle says one should not over simplify the China - North Korean contradictions - there are many and very serious because China broke with Mao Zedong's  policy of not interfering in the internal affairs of the Workers Party of Korea.

However as the recent article in Global Times which is close to the revisionist Communist Party of China said  China will defend North Korea if attacked by the United States for its geo-political interests.

US Policymakers around Trump are making the same mistake as in the first Korean War in not taking Chinese Defense of North Korea seriously - which is good - as it will come as a nice surprise as it did in 1950 if they are so stupid as a to launch an attack on North Korea.

Tim Shorrock argues that you cannot negotiate by a Chinese proxy with North Korea and bi lateral negotiations are the only route to a diplomatic settlement and he is absolutely correct.

China has also better wake up and cleanse itself of its liberals in foreign policy because an attack on Korea is part of the Asian Pivot Strategy of the United States of killing the Korean Chicken to Scare the Chinese PLA Monkey.

It has always been North Korea first China second and the Chinese Foreign Policy Establishment needs to be reminded of that fact as their diplomatic weakness contributes to bringing War to North Asia..

From President Trump to Capitol Hill, there is only way short of war to stop North Korea’s from becoming a nuclear-armed ICBM State: Let China Do It. Even after Pyongyang proved last week that its long-range rocketry skills are improving with each test, the Washington consensus seems to be that Beijing is the only power capable of turning the situation around.

China “could easily solve this problem,” Trump pouted in a morning tweet on Saturday after North Korea’s second ICBM test in a month. Yet it does “NOTHING for us with North Korea, just talk.” Nikki Haley, his UN ambassador, chimed in that “China is aware they must act.” Vice President Mike Pence added his voice during a trip to Estonia. “China has a unique ability to influence decisions by” North Korea, he said on Sunday.

This came after a week in which North Korea and its close ties to China dominated the talk in Congress and the think-tank circuit in Washington.#

“The road to denuclearization [in North Korea] undoubtedly goes through Beijing,” declared Sen. Cory Gardner (R-CO), as he opened a July 25 hearing on North Korea before the Senate Foreign Relations Committee. A few days later, in response to Pyongyang’s latest ICBM test, Gardner introduced legislation to “punish” what he called the North’s “enablers.” “China is responsible for ninety percent of trade with North Korea and my legislation targets entities involved in these activities,” he said.

At the Senate hearing, Susan Thornton, the acting secretary for East Asian and Pacific Affairs, outlined the recent actions taken by the administration against the Bank of Dandong and other Chinese entities for acting as a “conduit” for North Korean money laundering. “We recognize the continued importance of Beijing doing more to exert pressure on North Korea,” she told the panel.

Meanwhile, the Democratic Party-aligned Center for a New America Security last Friday released a fresh report calling on the US to use the threat of sanctions on China as a way to force Beijing into taking a more aggressive posture towards Pyongyang.

“If China believes North Korea’s nuclear development will lead to US military action—which is not an outlandish idea—China may go along with greater economic pressure,” said Peter Harrell, a CNAS fellow who helped develop sanctions against Iran, Russia, and Syria as a State Department official during the Obama administration.

But will this “let China do it” mentality accomplish anything?

Scholarly Skepticism

“Washington is preoccupied with getting Beijing to put more pressure on Pyongyang,” Leon V. Sigal, a former US diplomat who has met frequently with North Korean officials over the years, told the Senate hearing on Thursday. “We must not lose sight of the fact that it is North Korea that we need to persuade, not China.”

In response to questions from Sen. Ed Markey (D-MA), Sigal said that policies of pressure and sanctions can only work “if nuclear diplomacy is soon resumed and the North’s security concerns are addressed” through direct US-North Korean talks. Sigal is the director of the Northeast Asia Cooperative Security Project at the Social Science Research Council.

James F. Person, a historian who has specialized in North Korea’s diplomacy with China and the former Soviet Union, similarly argues that pressuring China to lean on North Korea will backfire.

“Pyongyang will perceive any effort to get them to denuclearize as another overly intrusive move and lacking respect for North Korean sovereignty,”

he told a July 10 press briefing organized by the Woodrow Wilson International Center, a US government think tank in Washington.

“We can’t afford to outsource our policy to China because that’s asking North Korea to do what they most resent,” Person added. “Ultimately, we will have to talk to the North.”

He and Jane Harman, the former California congresswoman who runs the Wilson Center, elaborated on this idea last fall in The Washington Post.

“Only the United States—the supposed existential threat that justifies [North Korea’s] nuclear and ballistic missile programs—can fully address Pyongyang’s security concerns,” they wrote.

Now that Pyongyang has the capability to launch ICBMs that can travel great distances, Person added at the July forum, North Korea will continue to test to give it the best possible leverage when the door opens for talks with Washington. “They want to make sure when they get to the negotiating table that they’ve pushed their program as far as they can,” he said.

The idea of direct talks has also been promoted by several former high-ranking officials, such as William Perry, who negotiated with North Korea on its missile program as secretary of defense in the Clinton administration.

On the eve of South Korean President Moon Jae-in’s visit to Washington in June, Perry was one of several retired senior officials who signed a letter to Trump urging him to begin direct negotiations without any preconditions with the North.

Last week, in an interview with Senator Bernie Sanders, Perry explained his position. “North Korea is not a crazy nation,” he told Sanders. “They are reckless, ruthless, but they are not crazy. They are open to logic and reason. Their main objective is to sustain their regime. If we can find a way of dealing with them that they can see gives them an opportunity to stay in the regime, we can get results.”

Direct Negotiations

Most analysts believe that direct negotiations would have to begin with the North offering to freeze its nuclear and missile programs in exchange for the US and South Korea scaling down their annual military exercises. At the Wilson briefing, New York Times reporter David Sanger suggested that the US has a “window of opportunity” to offer such a deal soon because the main US-ROK exercises take place in the spring. “Between now and next spring, we wouldn’t lose much” if the US temporarily halted the exercises, he said.

In an interview, Sigal cautioned that, for any deal to be accepted in Washington, a North Korean moratorium would have to go beyond the freeze of current programs as suggested by China and Russia. He said that would involve North Korea stopping its uranium enrichment and plutonium production as well as its nuclear and missile testing. That, in turn, would require the United States to pledge to end its “hostile policy,” as demanded for decades by North Korea.

“You’ve got to suspend the production of fissionable material too,” Sigal told me. He said the US would “have to pay for that, not in money terms but in terms of moving away from the hostile policy” that North Korea would like to end. “Some of that’s going to involve military exercises, some of that’s going to involve [lifting] sanctions, some of that’s going to involve starting the peace process. But that’s what’s got to be worked out. That’s the first stage agreement that may be possible.”

On Monday, China urged the US to open direct talks with Pyongyang. The US and North Korea “hold the primary responsibility to keep things moving, to start moving in the right direction, not China,” UN Ambassador Liu Jieyi declared, according to Al Jazeera. “No matter how capable China is, China’s efforts will not yield practical results because it depends on the two principal parties.”

Start Bilateral Negotiations Now - Open Letter To President Trump from Korea Policy Institute

Open Letter To President Trump from Korea Policy Institute : Start Bilateral Negotiations Now

Dear President Trump:

We at the Korea Policy Institute, aghast at the prospect of war in Korea, in the region, and reaching possibly over the Pacific to Guam and to the shores of the United States, call upon your administration to engage the Democratic People’s Republic of Korea (D.P.R.K.) in bilateral negotiations that would immediately halt military posturing by both sides which threaten to erupt in nuclear conflagration.

On the heels of highly inflammatory threats being hurled back and forth between your administration and North Korea, the Ulchi Freedom Guardian war game, starting August 21, 2017, is fraught with danger.  A miscalculation on either side could set us on an irreversible path to war, possibly nuclear war in which millions are projected to perish in the first hours of fighting, and which would turn much of the region into an uninhabitable nuclear wasteland.

The D.P.R.K. perceives the war games as a threat to its sovereignty and has thus offered to freeze development of its nuclear weapons and missiles if the United States and the Republic of Korea (R.O.K.) will stop their joint war exercises. It is thus within the reach of your administration to halt that country’s progress toward towards fitting its ICBMs with nuclear tipped warheads without relying on other countries to solve the problem, and without going to war.

The D.P.R.K.’s aforementioned offer of a freeze and the U.S. State Department’s recent offer to open dialog with the D.P.R.K., should it hold off on further testing of its nuclear weapons, indicates that there is will on both sides to pull back from the brink of war.  That is sufficient ground for diplomacy to take root. Indeed, where other U.S. presidents have failed, you have the rare opportunity to succeed in achieving a durable peace with North Korea.

We support the goal of denuclearization of the Korean peninsula.  However, it is increasingly clear, as in the case of Korea, if one country is to give up its nuclear weapons, all nuclear states, big and small, must do so.  Peace in Korea, secured by diplomacy and normalized relations, is necessary if the goal of denuclearization is ever to be realized.

In the interim, the D.P.R.K. regards its weapons programs as a deterrent to what it perceives as hostility from the United States stemming from the unresolved Korean War, exhibited by the U.S. – R.O.K. annual war games and most recently by the deployment of the THAAD missile defense system in South Korea.  We therefore call upon your administration to:

Cancel all war games, including Ulchi Freedom Guardian and Key Resolve-Foal Eagle,
Negotiate a freeze of the D.P.R.K.’s nuclear weapons and ICBM testing,
Remove THAAD from the R.O.K.
Normalize relations with the D.P.R.K.

The United States, as the most powerful of nuclear states, is uniquely positioned to provide the leadership needed to create a truly non-nuclear world.  We thus call upon your administration to negotiate an agreement with the D.P.R.K. whereby the United States and the D.P.R.K. will set an example for all nuclear states to follow by signing on to the Treaty on the Prohibition of Nuclear Weapons, ratified by the United Nations on July 7, 2017, and which calls for treaty members to eliminate their nuclear weapons.

Sincerely yours,

Board of Directors, Korea Policy Institute

Urgent ! Petition to Presidents Trump and Moon - Freeze upcoming US South Korean Military Exercises Now in Exchange for a Freeze on North Korean Missile and Nuclear programs

SIGN HERE :

As residents of South Korea, the United States and the world, we are united in our fervent desire for a peaceful, just resolution of the extremely dangerous conflict on the Korean peninsula.

With tensions exploding, it’s clear that sanctions and military pressure against North Korea are continuing to fail.

It’s time to lead with diplomacy. We urge President Trump and President Moon to begin diplomatic dialogue with North Korea by freezing the upcoming US/South Korean military exercises in exchange for a freeze of North Korea’s nuclear and missile testing.

We ask that you also remove from Korea the controversial THAAD missile system (radar and other equipment) that intensifies conflict with China and Russia, and threatens to create a wider conflict.

Now is the Time for Talks with North Korea by Daniel Jasper

By Daniel Jasper | American Friends Service Committee

As a millennial who remembers the build up to the Iraq War, I once again find myself profoundly fearful about the direction of U.S. foreign policy.

I can recall in the months that followed 9/11 the conflation of national trauma with the existential fear of Weapons of Mass Destruction, the warping of human rights to justify military action, and the gradual narrative shift in the media towards the idea that war was inevitable. Looking back, it’s hard not to feel as if the Iraq invasion was a self-fulling prophecy.

The old saying “history doesn’t repeat itself, but it often rhymes” seems well suited for the current trajectory of US foreign policy. While the actors, sets, and props have changed, the U.S. is once again in another intensifying drama verging on military action – this time with North Korea.

This should frighten everyone.

In the words of the Chairman of the Joint Chiefs of Staff General Dunford, another Korean war “would be a loss of life unlike any we have experienced in our lifetimes.”

We should all be outraged that the U.S. is not immediately launching a full-scale diplomatic outreach effort to North Korea to pull us back from the brink of a humanitarian disaster.

To say that trust is low between the U.S. and North Korea is an understatement. As a result, proposals for engagement or diplomatic initiatives are often dismissed as impractical because North Korea isn’t “trustworthy” enough to maintain an agreement. We are told that it is not the time to talk; we must take punitive actions and wait until North Korea changes course before diplomacy can begin.

To suggest that diplomacy cannot begin until a disagreement stops is like suggesting that you shouldn’t take your medicine until your sickness goes away.

In a recent testimony before the Senate Foreign Relations subcommittee on East Asia and the Pacific, director of the Northeast Asia Cooperative Security Project Leon Sigal discussed the U.S.’ failure to uphold obligations under agreements with North Korea. Sigal’s testimony reminds us that both the US and North Korea have valid reasons for not trusting one another and that there are security concerns on both sides.

The conflict in Korea is deeply entrenched, lasting over six decades, and diplomacy will undoubtedly be challenging, cumbersome, and lengthy. But, there is not a single diplomatic impasse that could be so great as to risk a catastrophic second Korean war.

I know diplomacy is possible. I work for the American Friends Service Committee, a 100 year old Quaker organization with the longest continuous work in North Korea of any current U.S. organization. We know the power of people-to-people initatives – like assisting with sustainable farming practices following the famine in North Korea – to maintain positive relationships across the current toxic divide between our two countries. Through diplomacy, we know we can build productive relationships, while a refusal to engage can only push us closer to war.

Unfortunately, this sentiment seems to be completely absent from the U.S. approach. Instead, we have championed an international approach premised on the idea that North Korea is the sole violator and perpetrator of this conflict.

In other words, the U.S. has prioritized making a point over making progress.

Debates about how talks between the U.S. and North Korea could start are a consistent discussion in Washington. While a nuclear agreement and peace treaty require robust examinations, several diplomatic tools are available right now that U.S. policymakers could utilize in order de-escalate tensions and lay the groundwork for dialogue.

The U.S. could restart operations to bring home the remains of over 5,000 U.S. servicemen left in North Korea after the Korean War. Similar operations were successful in the past and they allow military-to-military contact in a cooperative capacity. The U.S. has obligations to bring these servicemen home and their families are still waiting for their return.

Similarly, living Korean and Korean American families remain divided by this conflict, with no means of communication. The U.S. has obligations under the Geneva Conventions to facilitate communication between these families; we should be taking steps to reunite them.

By failing to prioritize humanitarian issues, the U.S. government is not only failing these families, it’s failing to effectively explore and utilize all the diplomatic tools at its disposal.

In the meantime, both the U.S. and North Korea continue to test ICBM’s and stiffen their defense postures – ensuring destruction at the push of a button.

Recent comments by U.S. policymakers only add fuel to the fire. Ambassador Nikki Haley’s comments that “the time for talks is over” do little to inspire confidence that the U.S. is truly committed to securing peace in Northeast Asia. Senator Lindsey Graham’s disturbingly reckless statement that military confrontation is “inevitable if North Korea continues” and that “If thousands die, they’re going to die over there” are reminiscent of Bush’s infamous, and perhaps more frank, comment on Saddam – “F_ Saddam, we’re taking him out.”

Hard as it is to imagine, a military confrontation with North Korea could be even more catastrophic than Iraq. We cannot afford to let this history continue to keep rhyming.

Democracy and Class Struggle calls on all anti revisionist comrades in China to aid North Korea in whatever you can and keep the self respect of Chinese Communism High in honour of Mao Zedong and Zhou En Lai.

The Chinese People will not tolerate Aggression by Zhou Enlai

Democracy and Class Struggle says it is time to remember the strategic miscalculations of the United States about the entry of Chinese Volunteers into the Korean War in 1950

In Beijing on 18 October 1950, Zhou met with Mao Zedong, Peng Dehuai, and Gao Gang, and the group ordered the 200,000 Chinese troops along the border to enter North Korea, which they did on 25 October.

After consulting with Stalin, on 13 November, Mao appointed Zhou the overall commander of the People's Volunteer Army, a special unit of the People's Liberation Army, China's armed forces that would intervene in the Korean War and coordinator of the war effort, with Peng as field commander of the PVA.

Orders given by Zhou to the PVA were delivered in the name of the Central Military Commission.

We print below extracts from one section, dealing with the liberation war and foreign policy from a report given to the National Committee of the People's Political Conference.

The whole report will appear in Communist Review for November.

A YEAR HAS ELAPSED since the founding of the People's Republic of China on October 1, 1949. This has been a year of great victories and swift advance for the Chinese people.

We have traversed the past year under conditions of continuous victories in the people's liberation war. The Chinese people's war of liberation, which began in July 1946, had already achieved fundamental victory on the eve of the founding of the People's Republic of China in 1949.

But, at that time, the remnant of Kuomintang brigands still occupied the South China area, with Canton as its centre, the South-West China area, with Chungking as its centre, and some islands.

During the past year, the People's Liberation Army liberated all South China and Fukien Province. It later liberated all South-West China—with the exception of Tibet, the Choushan Islands, the Tungshan Islands, and other islands. Our army wiped out 203 entire enemy divisions, consisting of about 2,180,000 men.

The Chinese people have annihilated the American- equipped Kuomintang brigand armies throughout China's mainland and won this enormous victory. What lesson can we learn from this? The most important lesson is: such a big victory can never be an accidental phenomenon of history, but is the necessary outcome of the many revolutionary struggles of the Chinese people during the past century. Such an enormous, swift and thorough victory cannot be conceived apart from the selfless support of millions of people.

China United

This victory of the Chinese people is entirely different from all the "unifications" in China's history. Formerly, there was this and that sort of "unification", but the unifiers were either the oppressors of the people from the start or else became so afterwards. Therefore, they could not achieve real unification, and such unifications could not but collapse after a little while.

Today the first unification of the Chinese people has emerged. The people themselves have become the masters of Chinese soil, and the rule of the reactionaries in China has been irrevocably overthrown.

Since the enemy annihilated by the Chinese people was armed by the U.S. Government, then we can completely affirm that the Chinese people have not only won victory over the enemy at home, but also over the enemy abroad—that is, the imperialist interventionists of the United States. If the American imperialists still want to intervene in and invade China with whatever new means and in whatever new forms, they will then meet with the same defeat that befell the Kuomintang.

The struggle between the Chinese people and the remnant of Kuomintang reactionaries has not yet come to an end. This is because Taiwan, which is occupied by the reactionary remnants, is now under the direct control of the American Navy and Air Force.

The People's Liberation Army is determined to liberate Taiwan from the grip of the American aggressors, and to clear out the lairs of the reactionary brigands of China once and for all. It will be seen that, in the war for the liberation of Taiwan, our strategic position is much better than any enemy's. On our side stands inspired righteousness; our rear is close, vast and consolidated and we are now redoubling our efforts for the final victory.

The People's Liberation Army is also determined to march westward to liberate the Tibetan people and defend the frontiers of China. We are willing to undertake peaceful negotiations to bring about this step, which is necessary to the security of our motherland. The patriots in Tibet have expressly welcomed this, and we hope that the local authorities in Tibet will not hesitate in bringing about a peaceful solution to the question. .

Foreign Policy of People's China

The foreign policy of the People's Republic of China has been clearly laid down in the Common Programme passed by the Chinese People's Political Consultative Conference. The Common Programme Stipulates: "The principle of the foreign policy of the People's Republic of China is protection of the independence, freedom, integrity and sovereignty of the country, upholding of lasting international peace and friendly cooperation between the peoples of all countries, and opposition to the imperialist policy of aggression and war."

On the question of establishing diplomatic and trade relations with foreign countries, the Common Programme stipulates: "The Central People's Government of the People's Republic of China may, on the basis of equality, mutual benefit and mutual respect for territory and sovereignty, negotiate with foreign governments which have severed relations with the Kuomintang reactionary clique and which adopt a friendly attitude towards the peoples of China, and may establish diplomatic relations with them." "The People's Republic of China may restore and develop commercial relations with foreign governments and peoples on a basis of equality and mutual benefit." The foreign affairs of the Central People's Government in the past year were conducted in accordance with these basic principles.

Since the founding of the People's Republic of China, seventeen countries have established formal diplomatic relations with our country. They are the Soviet Union, Bulgaria, Rumania, Hungary, Korea, Czechoslovakia, Poland, Mongolia, Germany, Albania, Burma, India, Viet Nam, Denmark, Sweden, Switzerland and Indonesia. Eight other countries—Pakistan, Britain, Ceylon, Norway, Israel, Afghanistan, Finland and the Netherlands—have also expressed willingness to establish diplomatic relations with our country. Among them, four countries—Britain, Norway, the Netherlands and Finland—are still conducting talks for the establishment of diplomatic relations with our country.

Friendship With U.S.S.R.

The People's Republic of China resolutely sides with the world camp of peace and democracy headed by the Soviet Union and has established the closest fraternal relations with the Soviet Union. During Chairman Mao Tse-tung's visit to the Soviet Union, China and the Soviet Union signed the Sino-Soviet Treaty of Friendship, Alliance and Mutual Assistance, which is of great world historic significance. Because of this treaty, great peoples of the European and Asiatic continents to the number of nearly 700 million have united in close alliance militarily, economically and culturally, and have thus greatly strengthened the power of the two countries to safeguard themselves against aggression in the east.

Simultaneously with the signing of this treaty, or a little later, China and the Soviet Union further signed the agreements on the Chinese Changchun Railway, Port Arthur and Dairen, the agreement on the granting of credit to the Central People's Government of the People's Republic of China, and five other economic and trade agreements.

In these agreements, our great neighbour extends Much generous assistance to China in the period when she is recovering from her war wounds. The whole Chinese people are greatly elated with the signing and implementation of the treaty and agreements between China and the Soviet Union and express their boundless thanks for the friendship extended to them by the leader of the Soviet Union, Generalissimo Stalin, and the Government and people of the Soviet Union.

China has also signed trade contracts and agreements with Poland, Czechoslovakia and Korea. Trade negotiations are under way with Germany and Hungary.

Trade relations have also developed between China and certain capitalist countries. The total amount of China's foreign trade is estimated not only to reach, but to surpass the original plans.

Relations With Capitalist States

The problem of the establishment of diplomatic relations with capitalist countries is more complicated than that of establishing trade relations. Here 1 may mention, especially, our long-drawn-out negotiations with Britain, out of which nothing has yet come. The reason for the fruitlessness of the negotiations is that the British Government has made known its recognition of the People's Republic of China on the one hand, while on the other it agrees to permit the so-called "representatives" of the reactionary rump of the Chinese Kuomintang clique to continue its illegal occupation of China's seat in the United Nations. This makes it difficult to commence formal diplomatic relations between China and Britain. And Britain's extremely unjustifiable and unfriendly attitude toward Chinese residents in Hong Kong and other places cannot fail to draw the serious attention of the Central People's Government.

Throughout the Chinese people's war of liberation, the U.S. Government sided with the enemy of the Chinese people, assisting the Kuomintang reactionaries with all its might in their attacks on the Chinese people. The enmity that the U.S. Government harbours towards the Chinese people has increased since the founding of the People's Republic of China.

Despite the just criticisms of the Soviet Union, India, and other countries, the U.S. stubbornly obstructs the representatives of the People's Republic of China from attending the United Nations and its various organs, and shamelessly protects the seat of the so-called "representatives" of the Kuomintang reactionary rump. Similarly, the U.S. debars the Chinese representatives from attending the Allied Council for Japan and plots to exclude China and the Soviet Union in concluding a peace treaty with Japan, in order to rearm Japan and retain America's occupation troops and military bases in Japan.

The U.S. deliberately concocted the assault of the Syngman Rhee gang against the Korean Democratic People's Republic in order to expand its aggression in the East and then, on the pretext of the situation in Korea, despatched its naval and air forces to invade Taiwan, a province of China, and announced that the so-called problem of Taiwan's status should be solved by the American-controlled United Nations. Moreover, time after time, it sent its air force, which is invading Korea, to intrude into the air over the Liaotung Province of China, strafing and bombing, and sent its naval forces which are invading Korea to bombard Chinese merchant shipping on the high seas.

By these frenzied and violent acts of imperialist aggression, the U.S. Government has displayed itself as the most dangerous foe to the People's Republic of China. The U.S. aggressive forces have invaded China's borders and may at any time expand their aggression. MacArthur, Commander-in-Chief of the American aggression against Taiwan and Korea, long ago disclosed the aggressive design of the U.S. Government, and is continuing to invent new excuses for extending its aggression.

Against American Aggression

The Chinese people firmly oppose the aggressive brutalities of America and are determined to liberate Taiwan and other Chinese territory from the clutches of the U.S. aggressors.

The Chinese people have closely followed the situation in Korea since she was invaded by the U.S.A. The Korean people and their People's Army are resolute and valorous. Led by Premier Kim Jr Sen, they have scored remarkable achievements in resisting the American invaders and have won the sympathy and support of people throughout the world. The Korean people can surely overcome their many difficulties and obtain final victory on the principle of persistent, long-term resistance.

The Chinese are peace-loving people. One hundred and twenty million Chinese have already signed their names to the solemn Stockholm Appeal and this signature movement is continuing to develop among the Chinese people. It is obvious that the Chinese people, after liberating the whole territory of their own country, want to rehabilitate and develop their industrial and agricultural production and cultural and educational work in a peaceful environment, free from threats. But if the American aggressors take this as a sign of the weakness of the Chinese people, they will commit the same fatal blunder as the Kuomintang reactionaries.

The Chinese people enthusiastically love peace, but in order to defend peace they never have been and never will be afraid to oppose aggressive war. The Chinese people absolutely will not tolerate foreign aggression, nor will they supinely tolerate seeing their neighbours being savagely invaded by imperialists. Whoever attempt to exclude the nearly 500 million Chinese people from the U.N. and whoever set at nought and violate the interests of this one-fourth of mankind in the world and fancy vainly to solve any Eastern problem directly concerned with China arbitrarily, will certainly break their skulls.
